Van Horne Garden Homes Welcomes First Tenants

After several years of planning and work Van Horne Garden Homes in St Andrews, NB  is pleased to welcome its first tenants with the opening of the first six(6) homes on November 1.

Developers Charlie and Colleen Bourgeois are thankful and appreciative of the great support they received from the Town of St Andrews. Charlie states “Town Council has been resolute in their unwavering support for this project from its inception. Their dedication to improving the lives of their residents and their commitment to the overall well-being of the community are commendable. The Town Council is demonstrating their vision and understanding of the evolving needs of their residents.”

Developers Colleen & Charlie Bourgeois are joined by mayor of St Andrews Brad Henderson along with tenants Brian & Jane Dickson as well Joanne & Chris from Hannan Construction for official ribbon cutting ceremony.

The development fills a crucial gap in the community’s offerings as many seniors are not interested in moving to apartments or senior homes, as they prefer the independence and freedom that comes with a garden home. By providing seniors with the opportunity to remain in their communities through the establishment of garden homes, this project will contribute to the social fabric and harmony of the town. It will not only enhance the quality of life for seniors but also ensure the continued growth and prosperity of the community.

The Sea Side community is home to a vibrant and close-knit group of individuals, including many seniors who have spent a significant part of their lives in the Town. Another Big Step Forward

Our Van Horne Garden Homes team is pleased to inform you that a Building Permit has been issued for Phase 1 of our development. This now sets the stage for the start up of construction which is set to begin in April. Chris Hannan Construction has been selected as the builder.

Although it has been a long process we are excited to finally be in a position to provide our many future tenants with great new homes in the beautiful community of St Andrews.

The Next Step

Future tenant Karen Olmstead meeting up with friends Paul and Robyn English at the property.  They are pleased that Dan Stewart, who they have known for 25 years and think highly of,  has been brought in to begin the process of clearing the property for the start of construction for phase 1.  The priority will be to save as many trees as possible in this beautiful property.

Van Horne Garden Homes Granted Final Approval

After several months of planning and coordination with the Town of St Andrews, Van Horne Garden Homes is pleased and excited to announce that final approval has been granted to move forward with the VAN HORNE GARDEN HOMES project.


The development agreement has been signed to allow developers Charlie & Colleen Bourgeois to move forward with establishing this wonderful 25-unit community of intimate and elegant garden homes.
Construction on the project will begin this summer. Van Horne Garden Homes will be contacting those interested with further information, including occupancy dates, as the project develops.


“Since we announced plans for the project several months ago, we have been receiving daily inquiries,” said Charlie, a former NHL player, along with Colleen, a native New Brunswicker. “My wife and I are very excited to have the opportunity to establish this development in such a wonderful community”.

Town Council Unanimous Approval

I am pleased to inform you that Town Council has provided a unanimous approval for rezoning of Van Horne Garden Homes at their second reading which took place on January 17.  Town staff has now begun the process of finalizing a development agreement which is a significant step forward.  That leaves only the 3rd and final reading which will take place on February 7th  Town Council meeting.  Over the coming days letters of intent will be forwarded to everyone who has expressed interest to join our community which will be the next step for confirmation of homes to future tenants. We continue to receive interest from potential tenants; however, we now need to begin the process of seeking firm commitments as we move closer to the start of construction.

Rezoning Approved!

I am pleased to inform you that our first reading with Town Council for rezoning of property was unanimously approved on December 6. Town council continues to be extremely supportive of Van Horne Garden Homes.

Below is the schedule of events as we work towards final approval. We expect final approval on February 7 when we will be in a position to begin the process of formalizing leases.

The exciting new Garden Homes project planned for St. Andrews is led by owners Charlie and Colleen Bourgeois. “Through my previous career as a professional hockey player, my wife and I had the opportunity to live in many places around the world, including beautiful areas like Paris and the French Alps,” Charlie explained. “St. Andrews remains one of our favourite places in the world.


“The tranquility and small-town feel are the way life should be.” Charlie and Colleen are true New Brunswickers, having raised four wonderful children and establishing successful businesses in the Moncton area. The attachment to St. Andrews goes back many years when they operated the historic St. Andrews Hockey Academy for 10 years.


“This is when we fell in love with this unique community,” Colleen explained. “We purchased property in 2004 to build a summer home for our family.


“Now, we want the property to become a community where we will also be tenants,” she continued.


“More people to enjoy a glass of wine with! As our slogan indicates, we want to retire our lawnmower and our snowblower, too. Although it has taken time, we feel that now, the timing is right to establish the Van Horne Garden Homes.”
